I have one of those stair stepper machines and I run track and want a faster 400 time. Can this machine help at all? And if so how should I use it.

no, not really. you need to train outside or on the track. elipticals are so low impact.

The problem with elliptical machines is they force you to accept one stride length no matter how tall you are or how fast you are going. You won’t train your lets through the same range of motion as you would running on the track.
It might be an alternative to running outside in bad weather, but I think you want keep most of your training on the track.
