unfortunatly you cannot spot reduce fat, you will loose fat all over if you burn more calories then you consume
What you CAN do is tone up, this can be done in spot areas- but not recommended to over look an area or you could put too much pressure on other working muscles and get weakened muscles which then look fat and are evn harder to tone up in line with the rest of your body as alternative muscles will be used to doing the work for them.
If you want to tone and loose weight? best form of excercise is to jog. Bland and dull as it is it does do the best job. -Than and swimming.
