Not quite as many, but it does burn calories. The only problem is, it depends on the machine, but it can increase the muscle in your glutes (butt) so it can actually make it look larger.
Eliptical and bikes are also good, but do not burn as many calories as running.

By a stepper machine do you mean a cross trainer? If so yes definately, any Cardio work for and hour will help you burn the calories and tone up!!

An hour a day, for a month or so, yes. If you put the same effort into it as running outside.
